The Football League will not lift the current transfer embargo on Barnsley until they accept that the club has moved out of administration.
Another obstacle has emerged with administrator Matt Dunham of RSM Robson Rhodes revealing the creditors' voluntary agreement has still to be met in full and this is essential for the club to come out of administration.
Dunham states in a letter to creditors: "The terms of the CVA approved by the creditors and members (shareholders in Barnsley FC Ltd) dated March 24 were that Mr Peter Doyle would pay £250,000 by close of business on April 30.
"Mr Doyle has proposed a variation to the payment date from April 30 to May 31. The Inland Revenue and HM Customs and Excise, the preferential creditors in the CVA, have indicated they will vote in favour of the variation of those terms."
Reds owner Peter Doyle was unavailable for comment as he was returning from a trip to the Ukraine.
